Its signature drawn in gold is illuminated with blue flower motifs. Inside the illumination, which is in the form of a stylized mosque with two minarets in the upper left corner, is the Sultan's own handwritten "Mucibince
“let it be done” phrase is included. It is written in celi divani calligraphy using gold, black and lal ink. “Dobrevnik envoys apply to Südde-i Saadet and request the acceptance of the jizya that has been continuing since the time of Sultan Orhan Khan. About the recording of these issues by Mevlana Yahya, the Judge of Rumelia, and the awarding of the imperial order to the aforementioned envoys in accordance with the holy document.”
